Fang Laiying, member of the National Committee of the Chinese People's Political Consultative Conference and director of the Beijing Municipal Commission of Health and Family Planning, suggested that hospital scalpers should be criminalized.

Ticket scalpers, through various means, obtain the right to receive diagnosis and treatment from expert doctors around some hospitals and resell the rights at a markup for profit. Such transactions disrupt the medical order, endanger citizens' rights to health and life, and impact the public order and good customs of society.

Xie Zilong, NPC deputy and chairman of the People's Pharmacy Chain Co., Ltd.: Strengthen the supervision of Internet plus medical advertisements such as Baidu promotion.

Only the development of a healthy, standardized, and orderly Internet advertising industry can facilitate the implementation of the national "Internet plus" strategy. He suggested making amendments to the "Interim Measures for the Supervision and Administration of Internet Advertising (Draft for Comments)" and adding corresponding provisions. At the same time, he proposed to focus on rectifying the medical advertising through competitive bidding, which has been the focus of public grievances, especially by imposing heavy penalties on Internet giants such as Baidu.

Ge Junbo, member of the National Committee of the Chinese People's Political Consultative Conference and CAS Member, said: We should vigorously carry out risk factor screening and intervention for high-risk groups of cardiovascular diseases.

The burden of cardiovascular diseases is increasing day by day, and it has become one of the major public health issues threatening the health of Chinese residents. It is the primary disease that leads to a reduction in life expectancy, poverty caused by illness, and returning to poverty due to illness. It is urgent to strengthen the prevention and control of cardiovascular diseases under the leadership of the government.

Wen Jianmin, member of the National Committee of the Chinese People's Political Consultative Conference and director of the Orthopedics Department at Wangjing Hospital, said: Restrictions on pediatricians should be lifted, allowing them to freely open clinics.

Despite the huge market demand for pediatrics, surprisingly few general hospitals are willing to establish pediatric departments, and even fewer doctors are willing to work in pediatrics. This has led to a high concentration of pediatric resources in pediatric hospitals, exacerbating the shortage of pediatric doctors and the difficulty for children to receive medical care. In addition to improving salaries, we should also accelerate the mobility of pediatric doctors.

Huang Jiefu, member of the National Committee of the Chinese People's Political Consultative Conference and former Vice Minister of Health, said that kidney transplantation should be included in the major illness medical insurance system.

Kidney transplantation is currently the most effective and relatively low-cost method for treating kidney failure. If a patient does not undergo kidney transplantation, they will need to undergo kidney dialysis three times a week, and the cost of maintaining dialysis for 19 months is approximately 200,000 yuan. This will accumulate to a significant amount of money, yet the effect is not as good as kidney transplantation. Therefore, including kidney transplantation costs in medical insurance is "the most cost-effective" for both the rapid recovery of patients' health and the saving of corresponding national expenditure

Ding Jie, member of the National Committee of the Chinese People's Political Consultative Conference and vice president of Peking University First Hospital, suggests appropriately increasing the diagnosis and treatment fees for children and expanding the coverage of medical insurance for children.

Considering that pediatricians spend significantly more time, patience, and energy on patients compared to adults, Ding Jie suggests appropriately increasing the diagnosis and treatment fees for children. The increased portion should be compensated for by expanding the coverage and raising the reimbursement ratio of children's medical insurance. At the same time, a special compensation mechanism should be established for children's hospitals and general hospitals with pediatric departments to alleviate the current dilemma of "operating at a loss" in pediatrics.

Liu Xin, member of the National Committee of the Chinese People's Political Consultative Conference and dean of the Institute of Food and Health Engineering at Sun Yat-sen University, stated: "It is urgent to expedite the establishment of limit standards for plasticizers and antibiotic monitoring.".

Antibiotics have not yet been included in the scope of target compounds for environmental monitoring. "Currently, people's awareness has not reached this level, and the pollution they are mainly aware of is still related to food issues such as heavy metals and pesticide residues." However, 85% of antibiotics used in agriculture and animal husbandry are discharged into water bodies. The monitoring and control of antibiotics brooks no delay.

Liu Baiju, member of the National Committee of the Chinese People's Political Consultative Conference and researcher at the Academy of Social Development Strategy, Chinese Academy of Social Sciences, suggested adding the crime of illegally organizing fetal gender identification to the Criminal Law.

A direct reason for the imbalance in the gender ratio between men and women in our country is the persistent illegal activities of non-medically necessary fetal gender identification and non-medically necessary selective artificial termination of pregnancy. The identification methods have evolved from using ultrasound technology to DNA identification of the sex of the fetus in maternal blood, and have gradually become organized, forming an underground industrial chain with collusion both inside and outside the country. However, the relevant legal countermeasures are not perfect enough to effectively curb the spread of this phenomenon.

Zhong Nanshan, a member of the National People's Congress, a CAE Member, and the director of the Guangzhou State Key Laboratory of Respiratory Diseases, stated that public hospitals should return to their public welfare nature and should not link doctors' salaries to revenue generation.

The shortage and turnover of pediatricians are some misguided directions in our current healthcare reform, as well as the most significant reflection of errors in the reform of public hospitals. The high turnover of pediatricians is not talent flow, but talent loss.

Ma Xu, NPC deputy and director of the National Health and Family Planning Commission's Science and Technology Research Institute, said that the government provides free services such as newborn screening and treatment, eliminating the worries of the public about having a second child.

After the implementation of the "Universal Two-Child Policy", it is estimated that older women giving birth will account for 60%, and the health issues of newborns will become more prominent. Currently, the rate of birth defects in China is 5.6%, which is higher than the world average. He suggested that the country should establish a free system from pregnancy preparation to prenatal care and the birth of newborns, providing free services such as newborn screening and treatment. By having the state pay, the public's worries about having a second child can be eliminated.
